Job Title: Director, Community Services

Reports To:Vice President, Programs and Impact (once filled; CEO during interim period)
FLSA Status:Full Time, Exempt
Salary Range: $141,378 to $157,087 DOE


Position Summary:  The Director, Community Services is responsible for program development and oversight, and is responsible for ensuring the delivery of high-quality services for families as well as child care providers and leading the agency’s community engagement efforts.  Reporting to this position are the Manager, R&R Provider Services, and the Manager, R&R Family Services.

  • Responsible for successful implementation, reporting, compliance and audit reviews for all contracts and grants relating to 4Cs Resource and Referral 
  • Responsible for developing grant proposals to secure funding to enhance R&R and agency services to the community
  • Responsible for providing leadership, guidance and training for all staff in the R & R and Department and will directly supervise, mentor, and coach:
  1. Manager, Resource & Referral Provider Services
  2. Manager, Resource & Referral Family Services
 
  • Serve on 4Cs agency leadership team and participate in strategic planning and program development
  • Ensure the development and implementation of standards and policies as they pertain to various programs
  • Leads the strategic expansion of Community Services programs by identifying unmet community needs, developing data-informed growth plans, and designing scalable service models that align with the agency’s mission and funding priorities
  • Ensure the development and recommend internal and external training for staff
  • Provide oversight of data and demographics on child care needs and child care providers in Southern Alameda County.  Provide data reports as requested to community agencies, government agencies, and the news media
  • Provide oversight of training, technical assistance, and quality support coaching to new and existing child care programs in 4Cs’ Community services area
  • Build and maintain relationships with local, state, and federal policy makers and keep them informed about the child care needs of families and the issues facing child care providers
  • Serves as the official liaison to the R&R Network
  • Assists with processing and maintaining personal and confidential family and agency information
  • Responsible for keeping confidential information safe and secure

Education/Experience:
Bachelor's degree in child development or social work preferred. A minimum of five years of experience in the administration of California Department of Education/Child Development Division programs and contracts. Knowledge of non-profit organizations. Experience in community outreach. Grant writing experience. Effective writing and verbal skills.  Self-directed individual, proven organizational skills, and the ability to manage multiple ongoing initiatives.

Language Ability:
Read, analyze and interpret business, professional, technical or governmental documents. Write reports, business correspondence and procedure manuals. Effectively present information and respond to questions from managers, customers and the public.

Mathematical Ability:
Demonstrated ability to develop, manage, and monitor complex program and departmental budgets, including calculating variances, analyzing trends, and reconciling discrepancies between projected and actual expenditures and revenues. Ability to apply quantitative methods and basic statistical techniques to support forecasting, scenario modeling, and predictive analytics for program planning and resource allocation. Skill in interpreting financial reports and data dashboards, synthesizing numerical information into clear recommendations, and presenting budget and forecast findings to diverse internal and external stakeholders. Proficiency in using spreadsheets and budgeting software to build multi-year budget models, perform “what-if” analyses, and track key financial indicators to inform strategic decision-making.

Reasoning Ability:
Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:
Computer experience with Microsoft 365, Outlook, and Teams is required.

Certificates and Licenses:
No certifications needed.

Supervisory Responsibilities
Manages subordinate employees.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
